On 15 August, the German Federal Ministry for Economic Affairs and Energy (BMWi) announced that, as of 1 January 2018, there would be a significant change to the application procedure for funding provided by the German Federal Office for Economic Affairs and Export Control (BAFA) in accordance with the market incentive programme.
The transitional regulation for funding within the market incentive programme
MORE TIME FOR MAKING AN APPLICATION
The German Federal Office for Economic Affairs and Export Control (BAFA) has introduced a transitional regulation to provide you with additional time. Under certain conditions, the commissioning of your Ecodan heat pump system and the application itselfcan now be put off until 30 September 2018. In order to ensure that you can successfully make an application for funding in 2018, the following conditions must be met:
ü You have commissioned your specialist company for sanitation, heating and air conditioning by 31 December 2017
ü Your specialist company CANNOT implement the order by 31 December 2017
ü You have downloaded the official explanation relating to compliance with the above points
ü Your specialist tradesperson for sanitation, heating and air conditioning has installed and commissioned the system
ü You then submit the following documents to the German Federal Office for Economic Affairs and Export Control (BAFA) by 30 September 2018:
o Completed explanation
o Completed funding application including enclosures

As of 1 January 2018, a new application procedure must be used for all heat pump systems that are commissioned in 2018. This applies to all applicants and funding options, standardising the application process for core funding and innovation funding. This means that the funding application must now be submitted prior to placing the order – with no exceptions.
This standardisation represents an initial step in the improvement and simplification of funding opportunities in accordance with the new funding strategy.
The time of commissioning
is the decisive factor
For all systems that are only commissioned in January 2018, the funding application must be submitted prior to placing the order.
If the system was commissioned on or before 31 December 2017, it is possible to apply for funding even after commissioning has taken place – provided that this application is submitted within the current eligibility period of 9 months.
The date on which the order was placed is not used to distinguish between systems in this regard. With respect to individuals hoping to remain eligible for funding in the case of projects for which they had not submitted a funding application prior to placing the order, this meant that their systems had to be commissioned on or before 31 December 2017.
Placement of orders

Once the confirmation of receipt issued by the German Federal Office for Economic Affairs and Export Control (BAFA) for the funding application has been received, the order may be placed with the specialist tradesperson without needing to wait for the allocation decision.
However, there is still a risk of rejection (e.g. for technical reasons). If the decision in favour of the heat pump depends on the allocation of funding, then applicants should only place the order with the specialist tradesperson once they have received the allocation decision.
